## ***Tier 1 - Universal Core Instruction***
High-quality, evidence-based instruction delivered to all students in the general education classroom. Universal screening (e.g., DIBELS) is conducted three times per year. Approximately 80% of students should respond adequately to Tier 1 alone. If more than 20% are not meeting benchmarks, the quality of core instruction is examined first.
## ***Tier 2 - Targeted Supplemental Intervention***
Additional, targeted instruction for students who have not responded to Tier 1. Delivered in small groups (3–5 students) several times per week in addition to core instruction. Progress is monitored every 1–2 weeks. Approximately 15% of students are expected to need Tier 2 support at any given time.
***Tier 3 - Intensive Individualized Intervention***
The most intensive level of support for students with significant reading difficulties who have not responded to Tier 2. Delivered one-on-one or in very small groups with increased frequency and duration. Approximately 5% of students need Tier 3. Lack of response may trigger a referral for a full special education evaluation under IDEA.
